J. Campbell McLaurin III

Arkansas Securities Department

Campbell McLaurin became the 18th Commissioner of the Arkansas Securities Department on March 23, 2022, when he was appointed to the position in an interim capacity by Governor Asa Hutchinson.  McLaurin, an 11-year veteran of the agency, previously served as Deputy Commissioner and as a Staff Attorney and Associate General Counsel in the Department’s legal division.

As Securities Commissioner, McLaurin is head of the state agency responsible for oversight of the securities industry, non-depository mortgage lending industry, money services industry, state-chartered credit union industry, and state-chartered savings and loan industry in Arkansas.  The Securities Commissioner manages agency operations to ensure the Department carries out its core mission of protecting the well-being of Arkansas citizens through effective investor education and the administration and enforcement of the various statutory Acts under its jurisdiction.

While serving in his previous roles at the Department, McLaurin managed dozens of investigations into violations of state securities laws; brought enforcement actions for violations of state securities and consumer services laws; supervised attorneys for the Department’s legal division; and advised staff on issues related to the examination and registration of broker-dealers, investment advisers, agents, and representatives.  He also has been an active member in the Enforcement Section of the North American Securities Administrators Association, serving on various project and working groups over the years.

McLaurin completed his undergraduate studies at the University of Missouri-St. Louis, earning a Bachelor of Arts in History and an honors college certificate from the UMSL-Pierre Laclede Honors College.  He received his Juris Doctorate with honors from the University of Mississippi School of Law, where he was an Associate Cases Editor for the Mississippi Law Journal.  He is licensed to practice law in Arkansas and Mississippi.  He resides in Little Rock with his wife, Mary Claire, and their two daughters, Annalise and Emmaline.
