Edmond Waters, issued a press release in connection with a cease and desist order, ordering Jeffrey Smith and Four Corners Management, LLC to  cease and desist from offering and/or selling securities to residents of the State of Arkansas without being properly registered and from committing fraud or deceit in connection with the offer or sale of securities in Arkansas.
