Hicks, Sr., and Enviralizer, Inc., ordering that the respondents cease and desist from all actions connected with the offer and sale of unregistered securities until such securities are registered or shown to be exempt from registration and ordering the Staff of the Arkansas Securities Department to continue its investigation.
